President risks turning one of his signature issues into a liability for Republicans in the midterm elections

PHOENIX—Maricela Garcia has always considered herself a conservative, so supporting President Trump in 2024 was the obvious choice, driven in part by his promise to deport criminals who are in the country illegally. The 37-year-old insurance agent said she never expected that just a year later his immigration policies would touch her family.

Last summer, Garcia’s husband, an immigrant from the Dominican Republic, was detained by Immigration and Customs Enforcement for three months, she said. Her husband, who came to the U.S. on a tourist visa and was in the process of applying for legal status, is now barred from working since his work permit was confiscated even though it remains valid, she said. He must wear an ankle monitor and rarely leaves their house for fear of another run-in with agents.
